More exposed rebar. The chip-out guys got carried away I guess, or else something was wrong here (weak shotcrete? or was it just plaster there?) We were told the pebble material is stronger than concrete, so that it was possible to just fill holes like this while they were doing the replastering, without needing a separate concrete repair. I hope it will hold up, not keep rusting away...
